Phase I Site Assessment
The purpose of a Phase I Environmental Site Assessment is to establish the state of a property’s environmental conditions, through site reconnaissance, record searches and interviews, prior to the transfer of real estate. Phase I Environmental Site Assessments often are required by lenders before financing a real estate transaction.  Sellers use a clean report as a selling tool for environmentally sound property.  Our standard for the performance of Phase I assessments is the ASTM Practice E 1527-05.

The Phase I consists of: 

  • A review of public records, of state and federal lists of contaminated properties.

  • On site inspection to investigate past and present use of the property, hazardous substances, drums, odors, pits, stained soil, etc.

  • Review of the buildings on site for environmental conditions.

  • Interviews with owners, occupants and local government officials, as appropriate.

  • Written Report and Evaluation

  • Description of Interviews

  • Opinion on impact of identified environmental conditions

  • Conclusion about the presence or absence of conditions that present a material risk or harm.  to top

Phase II Environmental Site Assessment
The Phase II Environmental Site Assessment is implemented if evidence is revealed of a reasonable possibility for contamination from on-site or off-site sources.  The components of a Phase II include developing a sampling plan, visiting the site, drilling to obtain samples, lab analyses and making recommendations based on the findings of the assessment.  The guidance document observed for conducting a Phase II assessment is ASTM E 1903-97.
 
Phase III Environmental Site Assessment
A Phase III Environmental Site Assessment is implemented to develop, screen and to provide a cost estimate for one or more corrective action plans in the event that contamination is discovered as a result of a Phase II Assessment.
 
A Spill Prevention Control and Countermeasure Plan (SPCC Plan)
A Spill Prevention Control and Countermeasure Plan (SPCC Plan) establishes procedures, methods and equipment to prevent the discharge of oil into or onto ‘navigable waters.’  The SPCC Plan is required by the state for above ground storage tank owners.
 

PHASE I - E-1527-05

Scope of Work:
A Phase I ESA is conducted and reports are prepared in accordance with the current American Society for Testing and Materials (ASTM) standards, Practice E-1527-05
Phase I Environmental Site Assessments are conducted on Commercial, Industrial and Agricultural properties. Commercial properties require a small amount of additional work to satisfy the Due Diligence segment of the standard.  to top

Phase I Environmental Site Assessments


Critical environments require special care and attention in complying with the regulations of the Clean Water Act.  Section 112 within 40 CFR pertains to the requirements for SPCC Plans and Contingency Plans in preventing hydrocarbon contamination of waters of the state or US.

Oil field properties require a complete understanding of the Laws and Regulations regarding the Oil and Gas Industry with their special interests and exemptions. In conducting assessments on properties of this nature, additional measures must be observed such as those associated with NEPA, USACE, and the OPA through reauthorization of the CWA.

Phase I Assessments on Agricultural properties designated for subdivisions are becoming more prevalent.  These properties are very sensitive areas requiring work to be completed in many of the following areas:

  • NEPA Screening

  • Section 308 / 404Wetland Delineation

  • Threatened and Endangered Species or Critical Habitat

  • Section 106 Historical Preservation Act

  • Floodplains

  • USFWS reviews

Locating, removing and performing mitigation on Underground Storage Tanks identified in Phase I Site Assessments.
Many precautions must be taken when removing UST’s due to the explosive potential of the task.

Personnel are trained and certified in Hazardous Waste Operations and Emergency Response.

Phase II Environmental Site Assessments

Site Drilling, Monitoring Well Placement, Ground Water Hydrology, Soil Analyses, Water Analyses, Well Logs, Site Characterization, and Mitigation Plans or Corrective Action Plans are all intricate phases of this level assessment. Use of Ground Penetrating Radar to locate Underground Storage Tanks for Removal and Site Mitigation.

EAA can provide emergency spill clean up as well as site restoration and monitoring.  EAA staff is fully trained in HazMat Response and in identifying hazardous materials, use of field monitoring equipment and Personal Protective Equipment through Level A PPE.  EAA has 24/7 capabilities with both small release and large scale excavation equipment.
